CAGBC response to proposed legislative changes to Bill 98

The Canada Green Building Council (CAGBC) responds to proposed legislative changes under Bill 98, the Building Homes and Improving Transportation Infrastructure Act, 2026 (ERO 026-0300), which would amend the Planning Act, City of Toronto Act, 2006, Building Code Act, 1992, and Municipal Act, 2001.

CAGBC acknowledges Ontario’s urgent need to increase housing supply and supports efforts to reduce barriers to faster development. At the same time, the response emphasizes that accelerating housing delivery must go hand in hand with ensuring long-term building quality, affordability, resilience, and energy performance.
